Suggestions for initial research: What are (or ought to be) the issues? Who, then, are the most plausible Parties? At what level should these Parties be represented?
I found a good article on Arctic sovereignty --it sums up the entire issue well,
in Time magazine. It is the Oct. 1, 2007 issue. Pages 28-36
. I also found a Canadian Arctic Sovereignty Parliamentary Report from Jan 26,
2006.
Also in the Canadian Military Journal, 2006, By LCG Killaby, the article: “Great
Game in a Cold Climate”: Canada’s Arctic Sovereignty In Question.”

One decent source is Russia Today - an English-language
news channel based out of Moscow. This particular article describes how
the Russian gas company has started production of a new gas field in the Kara
Sea, which will supply the pipeline to Northern Europe. Since Russia is
Europe's top energy supplier, the interests of the two powers will be closely
intertwined at the negotiation table.

These two article describe a new Canadian radar satellite, which was carried
into orbit by a Russian rocket. The satellite will pass over the Canadian Arctic
three times a day to keep watch over it. This may offer another interesting
aspect of the story - monitoring Arctic territories from space.

A link to lots of stuff, some downloaded articles, some links. (I was able to read all the links while at the U. Auckland, so I presume you can here, too ;) You might look at the 1981 article in Foreign Affairs by Linc Bloomfield (one of my profs at MIT!). {So far I have been unable to learn how to list a directory, so here's the messy contents. Note that several items were accessed from U. Auckland: for these you need to go to the SU library e-journals.
